Hi Nicki. The only thing I can find regarding new laws connected with driving (2010) is concerned with fines and licence points.

As far as I'm aware, rules regarding what you should have with you in the vehicle are as follows:

Documents: driving licence; insurance certificate; any other documents relating to the vehicle; passport/NIE card.

Equipment: two warning triangles (stored in the boot); two flourescent reflective jackets (one for the driver, another for a passenger, which must be stored inside the car - visible to any traffic police through the window - so that they can be put on before getting out of the car); a complete spare set of bulbs (and the required tools for changing them); a spare set of spectacles, if you need them for driving; if transporting children, properly approved child seats must be fitted.

Not compulsory, but advisable just the same: first aid kit; fire extinguisher.

Thanks for the reply John. I heard recently somewhere that you do not have to have the bulbs in the car now as some cars have to go to the garage to have their bulbs changed because they are so difficult to get to. It took 3 three of us an hour and a half just to change a front light bulb in my car. Have you heard about this?

Hello again, Nicki. You're actually right! It appears that, nowadays, the "spare set of bulbs" in the car thing is no longer compulsory. The reason is that, as the changing of a bulb is so tricky, you would need to take the car to an actual garage to have it done. Anything to make life more difficult for us motorists, eh?
