The actual Thomas Cook website (address below) doesn't really give much away in terms of their pets' policy. However, elsewhere on the web, I've found the following information:
Pets are not allowed to be transported in the cabin on UK flights. (Regarding "service dogs", such as guide dogs, see below.)
Your pet must be in a metal or plastic cage. This must be large enough for your pet to be able to move around comfortably. You must check in at least 2 hours before the departure of the flight.
Your pet will be weighed at check-in together with your hold luggage. The combined weight must be within the maximum baggage allowance, otherwise an excess baggage fee will be charged.
Your pet must be microchipped and you must be in possession of the necessary documents. This includes the "pets' passport".
For permission to take a guide dog into the cabin with you, you must contact the airline, which you can do here.
Fighting dogs will not be transported under any circumstances.
