Abdul, there appear to be three halal restaurants in Tenerife. You can check out this Tripadvisor page that lists them here. The link to the Altanoor's website doesn't seem to be working, but you can get further info here.

I've had a good go at trawling the Internet for places in Tenerife that sell halal meat, without success. I know there is a large Muslim community in El Fraile, near Las Galletas and presumably, they must source halal food from somewhere. One thing you could possibly do is email the Altanoor and ask their advice,

Regarding the trip up the mountain, all your questions are addressed already on this site. Go to "attractions", scroll down till you can click through to "Pico del Teide". The TF-21 road is what you eventually need to be on if using a car. The whole route from where you're staying to the mountain can be produced using Google maps. Click on "directions" and type in "Golf del Sur" as your start and "Teide" as your destination.
