Although you can go in person to the appropriate office in Santa Cruz to get your camping permit, it's much more convenient to do it online. Click here for the link.
It's all in Spanish, I'm afraid, so you may have to use a Goggle or Yahoo translator (unless you speak Spanish).
You are then issued with an online permit, which you can print off.

Forgot to mention, when you click on the link I gave you, you then click on "Solicitar Permiso" to get to the online form you have to fill in.
